NBS Continuously Engages Ms. Carson as International Statistical Advisor

On December 8, 2003, NBS held a ceremony of awarding certificate of International Statistical Advisor and a seminar, continuously engages Ms. Carol S. Carson, Director of Statistical Department of International Monetary Fund (IMF) as NBS s International Statistical Advisor, for a duration of one year, afterward, Ms. Carson made a presentation on Data Revision Policy: A Matter of Governance. Mr. Li Deshui, Commissioner of NBS made remarks and awarded the certificate to Ms. Carson. Mr. Lin Xianyue, Vice Commissioner of NBS, Mr. Yao Jingyuan, Chief Economist of NBS, and about 60 backbones from different departments of NBS attended the meeting.

NBS Continuously Engages Ms. Carson as International Statistical Advisor

Mr. Li Deshui made high appraise and affirmation for the three-year work of Ms. Carson as an International Statistical Advisor. He also appreciated her excellent performance in implementing the responsibilities and obligations of International Statistical Advisor. Ms. Carson expressed that she will continuously do her best in supporting the reform of statistical system of NBS.

In the following speech, Ms. Carson introduced the definition and necessity of official statistical data revision. She point out that, the data revision should consider the effectiveness, accuracy and consistency of data comprehensively and in a balanced manner, meanwhile, the limitation of resources should also need to be considered. She believed that the data revision will not reduce the reliability of statistical agency. Timely and appropriate data revision will improve the reliability of statistical agency. In accordance with the guideline of IMF and practices of related countries, she summarized eight general methods of data revision, and made detailed explanation. She particularly point out that these methods are only instructive opinion, not compulsory measures that all member countries have to be followed. Ms. Carson also answered the questions raised by the participants.
