Guangzhou Customs New Office Building Opens Today First Floor Services Hall Officially Handle Customs Procedures

Today (September 12), Guangzhou Customs new business and technology multiuse office building officially opened and the first floor Services Hall also began opening to the public. Today is the three anniversary that the State Council held a ceremony to confer the title to the Customs. The choice of this special significant day as the opening date of the new building, has the meaning of bearing in mind the sacred mission and customs duties.

At 8:45 of that day, Guangzhou Customs held a simple and solemn ceremony to inaugurate the new business and technology multiuse office building. Subsequently, a citation meeting was held to commend customs advanced collectives and individuals, such as Baiyun Airport Customs House for cracking many drug smuggling cases, Shaoguan Customs House for combating the effects of the flood etc.

Guangzhou Customs new business and technology multiuse office building has the characteristics of service-oriented , information-centred and open style . It changed the status that Guangzhou Customs organizations and the functional departments handle official business scattered in Guangzhou city. It is convenient for the public to handle customs procedures as well as strengthen the function of external services and the transparency of customs enforcement of the law.

Reportedly, the new building was approved the project proposal on March 9, 2001, laid a foundation on October 28, 2002. Lasting a period of four years, it was set up and opened on September 12, 2006. It is of 30-storey level, with a total construction area of 61,700 square meters. With the principle of conservation, unified, simple and solemn , the architectural modeling of the new building fully preserves reference to the European style of the Clock Tower ( former Guangzhou Customs Building) the important cultural relics protection unit, as a fusion of traditional Chinese architectural characteristics and modern features.

The new building is set up by the standard of building a paramilitary disciplined unit, meeting needs of the direction of development of modern customs system, reflecting the level of customs modern information management, with the function of external services, handling official business and being open to the public.

The new building gives prominence to the function of external services. The east and west flanks of the first floor is the external services hall, a total area of 1,058 square meters. The East Hall is for the customs formalities, such as examination approval of international exhibition and consulates articles for use, tax exemptions and bonded business. The West Hall is for the business of payment of taxes and fees and of e-port system cards. The Industrial and Commercial Bank of China branch in Guangzhou established a branch office in the West Hall.

The highlight of the new building will focus on the role of the four centers , that is concentrating document-audit center, risk management center, computer center and assay center. There is a command room in the risk management center, where the center can be directly connected to the control and supervision of the scene by the use of geographic information technologies through Guangzhou Customs Integrated Information Management System .

Guangzhou Customs new business and technology multiuse office building will be open to the public regularly, in order to enhance the community s understanding of the customs, displaying a clean, diligent, pragmatic and efficient customs image. External open includes opening up the external services hall, concentrating document-audit center, risk management center, assay center, computer center and exhibition of customs history and achievements.
