The 2nd Meeting of    The Operating Condition and Countermeasures of China   s High-Energy-Consumption Mechanical Equipments    Consulting Project Held in Beijing

On July 7, 2010, the 2nd meeting of The Operating Condition and Countermeasures of China s High-Energy-Consumption Mechanical Equipments Consulting Project was held in meeting room 318 of Chinese Academy of Engineering. CAE President Zhou ji was present at the meeting and gave a speech. CAE Member Gao Jinji chaired the meeting, which was attended by 27 CAE Members like Hu Zhengyuan, to name one of them.

Meanwhile, Director of EnergySaving Department, Yu wei, who was commissioned by Chief Secretary of the Department of Energy Conservation and Comprehensive Utilization of MIIT, was also present at the meeting. The purpose of this meeting was to carry out government s policy of giving priority to energyconservation and to fulfill the directives of Zhou ji, who said that the study of our country s operating condition and countermeasures of high-energy-consumption mechanical equipments is not only essential to the development of our national economy, but also vital to the development of our country s scientific and technological strategies.

At the meeting, researches progress and initial results were reported by different research teams that have started their study in January, 2010. The meeting also discussed the approaches to further carrying on the research, and then made arrangements for future work.

The following people, who represented different research teams of the project, gave presentations on the progress of their research in turns: professional metallurgy team Xu Jinwu, President of Beijing University of Science and Technology; mining and technology team Ge Shirong, President of China University of Mining and Technology; special equipment team Lin Shuqing, President of China Special Equipment Inspection and Research Institute; petroleum and chemistry team Chen Xuedong, President of Hefei General Machinery Research Institute; petroleum team Wang Ruihe, Vice President of China University of Petroleum; electric power team Yang Yongping, Vice President of North China Electric Power University; nonferrous metal team Zhang Hongguo, President and Deputy Chief General of China Nonferrous Metal Industry Association as well as integrated team Zhang Liankai, Associate Professor of Beijing University of Chemical Technology.

The following is the timetable for future work approved at this meeting. At the end of October, each research team should finish subreports. These subreports should be based on group surveys and analysis, as well as experts suggestions, which might mean revision and improvements if needed, and should also be written in accordance with the outline and format the integrated team has provided.

At the beginning of November, the 3rd meeting on this project is to be held, when each research team is supposed to give a report about the project, exchange their research experience and summarize their findings and achievements. In December, the integrated team is to finish the overall report. At the end of December or the beginning of January the next year, the industry technology forum of China s operating condition and countermeasures of high-energy-consumption mechanical equipments is to be held.

And experts specialized in relevant fields from different ministries, commissions and enterprises will be invited, among whom CAE Member Hu Zhengyuan, together with representatives from big enterprises that have made outstanding performance in energy conservation in mechanical equipments will be invited to give presentations.

Then each professional team is supposed to give reports on different specialized areas, and the invited experts are supposed to give their advice and suggestions for modification of their original consulting reports. At last, the final version of the Advisory Report should be worked out.

President Zhou pointed out that the orientation of this consulting project should be clear, practical and relevant to the topic instead of paying too much attention to the overall situation. We should give prominence to the features of mechanical equipment and operating condition, put forward energysaving countermeasures so as to solve current problems, dig out the energysaving and ejectiondecreasing potentials that can be realized, and find out the ways to realize energy conservation and emission reduction.

Zhou also said that emphasis should be put on the significant strategies of how scientific and technological innovation can influence the effect of energy conservation and emission reduction. Also, importance should be attached to more concrete suggestions. Some examples of concrete suggestions are: how much energy can be saved if we reform and reinforce the equipment management; which kind of equipments should be washed out; what can be called typical and then represent advanced energysaving technologies and their applications etc.

We should integrate the energysaving countermeasures into different industries and then apply these countermeasures to relevant industry associations, and always remember that research data are very important. We should also introduce more academicians and experts into this consulting project. Zhou also said that, due to the project s highly supportive and instructive effect on the sustainable development of domestic economy, we need to continue to work on it with full commitments with its great significance kept in mind.

In the end, Zhou also expressed his gratitude to all the departments and experts who have participated in this project and given support and devotion to the consulting job of CAE.
