Cooperative Project Development of Disaster Monitoring & Warning Information System for the Fishery Industry in the Pearl River Delta was closed out

Recently, the cooperative project Development of Disaster Monitoring & Warning Information System for the Fishery Industry in the Pearl River Delta that was carried out by the South China Sea Institute of Oceanology, CAS and the Chinese University of Hongkong, has been officially closed out. The project close-out report meeting was held in Conghua, Guangdong alongside the 5th environmental remote sensing workshop between Hongkong and Guangdong. Over 40 experts, scholars and provincial officials from different organizations including the Chinese Academy of Sciences, the Chinese University of Hongkong, South China Sea Fisheries Research Institute, Guangdong Science and Technology Department, and Oceanic and Fishery Department of Guangdong Province, participated in the workshop.

Among the participants, there was Deputy Communist Party Secretary and Director of the Guangdong Science and Technology Department, Zhang Ming; Deputy Director and Communist Party Secretary of the South China Sea Institute, Huang Liangmin; Deputy Director of the South China Sea Institute, Wang Dongxiao; Deputy Director of the Academic Provincial Cooperation and Coordination Committee, Liu Minyi; Deputy Director General of the Social Development and Basic Research Division of the Guangdong Science and Technology Department, Wang Yulong; Director of the Environmental Monitoring Center of the Oceanic and Fishery Department of Guangdong Province, Wang Huajie; Research Scientist of the South China Sea Fisheries Research Institute, Qiu Yongsong; Director of the Institute of Tropical and Marine Meteorology, CMA, Guangzhou, Wan Qilin; Director Assistant of the South China Sea Institute, Xie Qiang, and Chief of the Academic local Cooperation office of the South China Sea Institute, Lin Hongying.

The workshop was convened and then presided over by the project PI, Dr. Danling Tang. Dr.Huang Liangmin made the welcome remarks. Dr. Zhang Ming said in his speech that this cooperative project set a very good example of research cooperation between Hongkong and Guangdong, and it was of great scientific and social significance. He encouraged further cooperation between scientists of both sides and had high expectations for their contribution to the economic and social development of the Pearl River Delta.

The two project PIs Dr. Danling Tang and Dr. Hui Lin gave a conclusion of the project. And Dr.Fang Chaoyang showed the audience how to use the system. This project aimed to develop an innovative information system with the function of real-time monitoring and intelligent early warming for ocean disaster occurring in Pearl River Delta by integrating the ocean observation, remote sensing, image processing, geoinformation system and network technologies. The system got approved by the experts and was considered to have good application prospect. It could be used for official departments to generate and distribute information about sea water quality and oil spill, for the government to create auxiliary decisionmaking platforms to handle disasters, for scientific and eductional institution to learn the disaster mechanism and develop monitoring models, for information and technology companies to provide upgraded service in offering disaster information.

The project was supported by the Innovation and Technology Fund of Hongkong and carried out by the South China Sea Institute of Oceanology, CAS and the Institute of Space and Earth Information Science of the Chinese University of Hongkong. The key members from the South China Sea institute included Danling Tang, Chen Chuqun, Zhan Haigang, Cao Wenxi, Yang Dingtian, Wang Sufen, Pan Gang. The system was completed and launched onto the internet after the two-year cooperative research.

Dr.Liu Minyi and Lin Hongying hosted the group discussion concerning future cooperation between Hongkong and Guangdong, the Chinese Academy of Sciences and the local institution. The project and the workshop provided a good platform for scientists to communicate and exchange ideas and accomplishments on remote sensing research, and promoted future cooperation between Hongkong and Guangdong.
