Eight Mechanisms for People s Opinions Established in Meizhou City of Guangdong Province to Promote Corruption Elimination from the Fountainhead

Aiming at improving people s living standard, Meizhou City of Guangdong Province established eight mechanisms to solicit people s opinion, featuring listening to people s opinions and the electronic supervision of administrative examination and approval. These mechanisms have become the important measures to ensure sunshine governance and promote corruption elimination from the fountainhead.

By utilizing the online information resources, the city opened the special column of People s Opinion in Meizhou and implement the working mechanism of supervised by discipline inspection and supervision departments, coordinated by information departments and implemented by competent departments, so as to timely hand with the appeals from the internet users. So far, the special column has been browsed more than 9.43 times and handled 30,536 letters from internet users. A total of 99.72 percent of the cases have been included and all the letters have been replied.

The city also innovated upon the construction mode of government-enterprise cooperation. Based on the advantages of China Mobile in capital, technology and network, the city financed 12 million yuan during a short period of time through outsourcing platform development, China Mobile prepaying the funds and the government paying by installments for turnkey project, and launched the electronic supervision system in an all round way in September last year.

The systems of the municipal and county levels were also docked successfully. All the 361 projects of administrative examination and approval of the 49 units directly under the municipal government and the 1,588 projects of administrative examination and approval of 243 units directly under the county governments have been included into the scope of electronic supervision.

Besides the four functions of real-time supervision, pre-warning and rectification, complaint acceptance and performance appraisal, the system also has the four functions of statistic analysis, fee collection supervision, exceptional supervision and information publicity.
