The first step: determining reasonable base bid price. The contractual prices should be determined by the municipal construction administration department according to local similar projects and the average reduction rate of bid price of the recent bid invitation projects of the same kinds of the city issued by qualified cost consultation organizations based on project construction environment and market conditions.
After fixed clearance coefficient is determined, bidders should affirm the coefficient. The second step: scientifically evaluating and examining bidding documents. Qualified bidder with good business credibility can participate in biddings and their technical bids should be examined for qualification.
Only those bidders that pass the technical bid examination and are qualified in committing the fixed coefficient of business bids can enter the lottery process. The third step: determining bid winners through random lottery. Lottery should be used to determine bid winners among the qualified bidders.
This method of determining bid winners not only cuts the time of bid invitation, and standardizes the practices of bid invitation and submission for emergency-response projects, but also can effectively prevent unfair competition and corruption. In recent years, the city used this method to conduct bid invitation and submission in nine projects such as the assistance projects for earthquake area in Sichuan Province, building 1-3 of boarding house of advanced vocational schools of Handan Polytechnic, landscape engineering in Donghuan Road, fountain and landscape engineering in Qinhe Plaza, landscape engineering in the central part of Nanhu Lake and pile foundation project of arts center, achieving sound social effect.
