The migrant population in Beijing will be covered by the basic social insurance system, according to the municipal government's Humanistic Beijing Action Plan (2010-12) released on Wednesday.

The draft version of the action plan covered only migrant workers, but the released Action Plan stresses an equal treatment for the city's migrant population and the extension covers the whole of the more than five million migrant society in Beijing.

Gu Xin, professor from the School of Government of Peking University, said in an interview with Beijing News that the new measures are a step forward and reflect the government's aim that the migrant population enjoys greater citizenship, but he said medical insurance is more critical to this population than endowment insurance.

The new Action Plan focuses on 10 projects aimed at "ensuring the wellbeing of the people and improving their lives" and focuses on four problems: kindergartens, high house prices, employment and infrastructure.

According to the Action Plan, the city will build, rebuild or expand 118 State-run kindergartens, so as to form a preschool education network, with community and private kindergartens complementing the State network.

The government also proposes to increase low-income housing complexes every year for the next three years and add key health resources to new towns as well as southern and suburban areas.

The government revealed it plans to help 90,000 urban laborers enter the job market and assist 70,000 rural laborers annually in finding work other than farming over the three-year period. The government also outlined plans to rebuild and renovate several traditional theaters and gradually open more libraries, museums and galleries.
