No 1 document may focus on water infrastructure

Boosting water infrastructure construction in rural areas may be listed in China's first central document of 2011, the China Business News reported Thursday, citing Lu Xueyi, a scholar at the Chinese Academy of Social Sciences.

The "No 1 document," the first central document of the year, is issued annually by the central committee of the Communist Party of China and the State Council, the Cabinet.

Boosting water infrastructure construction was also discussed at the Central Rural Work Conference, which also required increasing investments in rural areas.

Lu said drought is the biggest danger China's agriculture faces and the No 1 documents in recent years have changed from focusing on every aspect of agriculture to focusing on one specific problem. So, the No1 document for next year will target water infrastructure, he predicted.

Droughts and floods in 2010 were the worst since 1998.

During the 12th Five-Year Plan (2011-2015) period, the Ministry of Water Resources will promote construction of water conservation projects, solve water resources problems related to people's living, implement the strictest water resources management and fully promote reforms in water resources areas, Chen Lei, the minister, told Xinhua News Agency.
