PetroChina's 20-mil-mt/yr oil refining project in Jieyang City of South China's Guangdong Province has recently passed environmental assessment and was now pending approval from the National Development & Reform Commission, said an official with the local government.
Construction of the project is expected to kick off within this year, with completion due in 2014, according to the source.
As reported earlier, NDRC approved to initiate the Jieyang project at the beginning of 2009. The project was designed to refine heavy crude originating from Venezuela, which might be matched by a 1-mil-mt/yr ethylene project in the future.
