Scientific Diplomat Forum Held

The USA has rich creative human resource, and the most patent technology and relaxed environment for researching. As the proverb goes a great teacher produces brilliant students , it is necessary for we to learn from USA. The European Union has a great strength on researching, especially on environment protection, new resources, and energy saving .

It is said on the Scientific Diplomat Forum held on October, 26th, which is sponsored by the municipal government, the provincial department of science and technology, and the international co-operation department of the ministy of science and technology. Presented at the forum are Jin Ju, Chinese minister and counsellor to the United States, Han Jun, Chinese minister and counsellor to European Union, and Li Qianru, Chinese first secretary in the embassy to Ukraine.

They introduced the resource of the international co-operation for local enterprises, science and technology creation, and science and technology management experience to help Quzhou to further acquire the foreign scientific co-operation policy, environment and channels. The scientific and talents are inseperable for the development of economy in Quzhou, scientific creation is the fundermental impetus behind industry transformation and upgrading.

Ju Yaping said, Recently, the enterprises carried on the co-opertion with the foreign scienfic companies actively, which promoted the scientific creative ability, and sped up the development of leading industry and new high-tech industry.

The China-Russia Scientific Cooperation Park in Guhua Group is the first scientific cooperation park with enterprise as its mainstay while operated in the market. This year, the screw compressor expert, Doctor Tang Yan, transformed from USA to Quzhou gasdynamic machinery industry. He took up a post as the head of North America Research and Developing Center in Kaishan Group.

Guoguang Group, Zehao Door and Window, Minxin Charcoal Industry, and the White Crane Special Paper Company cooperated with India, Austria, Japanese and Germany respectively to develop new products. Ukraine is the heavily beaten by the financial crisis, which, to a certain degree, gives a golden opportunity to us.

Said Li Qianru, Ukraine has the first rate science and technology strength in shipmaking, space flight, airoplane, welding, exploration of deep sea, and electronic loran omnirange. The cooperation with Ukraine shall based on introduction of technology. We need to get ready for long-term hard work, then to get the real gold .

Independent innovation is not innovation just by ourselves, but a fully adaption of global resources. Zhu Xuehua, the head of the foreign cadre department of the pesonnel department in the ministy of science and technology. He said China had 138 scientific diplomat in more than 100 countries throught the world, and they would be willing to help Quzhou to develop by going out with little expense.

Ju Yaping also said it were valuable explorations and effective measures to expand the co-opertion and communication of Quzhou with the foreign science and technology to promote the ability of independent innovation, which would surely deepen the Cooperation of Industry, Education and Academy, and speed up its economy transformation and upgrading.

The local enterprises are supposed to catch the opportunity and take advantages of the information resources from the ambassy, introduce advanced science and technology and scientific talents, and improve the ability of creation to realize the harmonious and sustainable development in all-round way.
