According to the provincial Civil Affairs Department, the annual per-captia rural basic living allowance will be guaranteed to be no less than 2500 yuan. People living on minimum subsistence allowances will be given no less than 60 yuan each per month. Statistics show that currently there are 700,000 registered people living on minimum subsistence allowances. The annual total payment amounts to approximately 1.292 billion yuan.
According to officials in the provincial Civil Affairs Department, since 2009, Zhejiang provincial government has been giving two major groups of people institutional price subsidies for basic living, including people living on minimum subsistence allowances. In the seasons when prices go up quickly (over 3% up year-on-year), the government gives extra allowances for living expenses. Statistics show that Zhejiang has launched the subsidy mechanism four times in 2010 to help the needy people with the total sum reaching 210 million yuan and beneficiaries over 3.21 million.
