Lishui city had contracted foreign capital $73,730,000 till December 31, 2010, registering a growth of 273.7% over the same period last year. Foreign capital in actual use had totaled $37,510,000, registering a rise of 28.8% over the same period last year. The city had fulfilled the "Eleventh Five-Year" task of using foreign investment successfully.
In recent years, contracting foreign investment was more challenging because foreign investors tightened the money supply due to the international financial crisis, and China also canceled preferential policies for the use of foreign capital. To change the situation, Lishui municipal government exerted greater efforts to promote a sharp rebound in foreign investment. The municipal government motivated all counties (cities, districts) and development zones in Lishui effectively by setting the use of foreign investment as one of the objectives for their annual achievement assessment.
