At 4am January 20th, Hangzhou Xiaoshan International Airport was temporarily closed due to heavy snow, nearly 400 flights being canceled or delayed. At 7:15am, Zhejiang Office of Emergency Services urgently requested Zhejiang Provincial Military District to send over 1,000 soldiers to help clean up the snow covering the apron and runway in Xiaoshan International Airport.

Zhejiang Provincial Military District immediately launched the contingency plan after receiving the call for help. At 7:40, more than one thousand officials, soldiers, militia and reservists from Zhejiang Reserve Division and Hangzhou Garrison Command headed for their assigned task areas from all directions.
