During the 11th Five-Year Plan , Zhejiang has invested 106 billion yuan in water conservancy & irrigation works, but the regional water shortage is still seriously restricting Zhejiang s development, the backwardness of the construction of farmland s water conservancy & irrigation works is still the bottleneck of Zhejiang s food security and modern agricultural development, and the water eco-environment remains weak. Chen Chuan, Director-General of the Department of Water Resources of Zhejiang Province, said that in the next 5 years, the province will invest 198 billion yuan into water conservancy & irrigation works. At the end of the 12th Five-Year Plan , the capacity of water conservancy & irrigation works in such aspects as flood prevention, drinking water, security of water use in economic and ecological areas will meet the level of the medium-developed countries for the benefit of the people, according to Chen.
