Zhejiang Province has always taken the lead around the country in offering free services in public cultural venues. While all the museums and memorial halls became free to public around the country in 2008, the free-service policy in Zhejiang already started as early as in 2004.
Zhejiang Library is the first provincial library with free service in China. At the end of 2007, it canceled the card fee and annual fee, and readers can borrow books by paying deposit only. It is also said that Zhejiang Library will cancel the one-Yuan ticket for its study rooms on February 12th. However, due to the concern for public order, readers still need to get a free ticket before entering the study rooms.
