In order to promote the research of historical heritage in Huanzhong-Tianshui Economic Zone in Shaanxi and to create a number of world-famous tourism brands of historical and cultural impacts, State Cultural Relics Bureau has signed Cooperation in Building Chinese civilization Base Framework Agreement in Beijing recently.
Under the agreement, the State Cultural Relics Bureau will guide Shaanxi in implementing Development Plan of Guanzhong-Tianshui Economic Zone and Shaanxi Provincial People's Government is responsible for construction of historical and cultural base. In addition, the State Cultural Relics Bureau will offer guidance in drawing Plans of Chinese civilization and cultural basein Guangzhong-Tianshui Economic Zone Shaanxi Province and cultural heritage protection and utilization project database.
Focusing on the themes of the origin of Chinese culture, Zhou Dynasty, Qin Dynasty, Han Dynasty, Tang Dynasty and red culture, Shaanxi will pay attention to create a series of important historical heritage projects and includes them in the 12th five-year economic social development plan of Shaanxi.
In addition, as for the programs and projects of Shaanxi Province, which are in compliance with relevant regulations and procedures, the State Cultural Relics Bureau will optimize and accelerate the approval procedure and offer priority arrangements. At this stage, the focus of support lies at cultural and historical relics conservation projects including "Chang an Archaeological Park of Han Dynasty and Xianyang Archaeological Park of Qin Dynasty".
It is also clearly stated in the agreement that two sides will set up a guiding committee for the Chinese Civilization Historical and Cultural Base, co-chaired by director of the state Bureau of cultural relics and the governor of Shaanxi Province. In principle, a plenary session will be held every year in order to study and deploy important projects and to promote co-building projects.
Shan Jixiang, chief executive officer of State Cultural Relics Bureau, said that Shaanxi is an important birthplace of Chinese civilizations with various historical and cultural heritages. This mode of operation which links the central government with local government is of great practical and far-reaching historical significance in terms of promoting economic revitalization and promoting regional economic and social development and so as to realize the concept of national western development.
It is reported that in June 2009, the State Council approved to implement Guanzhong-Tianshui Economic Zone Development Plan to build this area into a strategic high ground of economic development and opening in inland China and demonstration base for overall planning of technological resources reform, important base for national advanced manufacture industry, high tech industrial base for national modern agriculture and the historical and cultural base of Chinese culture.
Shaanxi is included as the main area of this plan and the area included are as follows: Xi'an, Baoji, Xianyang, Tongchuan, Weinan, Shangluo and Yangling Agricultural Hi-Tech Industrial Demonstration Zone.
