Shaanxi Province Achieves Significant Results in Protection of Large Sites during 11th Five-year Period

On Oct. 18, it is noted from the Bureau of Cultural Relics of Shaanxi Province that three sites namely Emperor Qin's Mausoleum, Hanyang Tomb and Daming Palace were included in the first batch of national archaeological site park released by the State Administration of Cultural Heritage, accounting for 1/4 of the total and the highest among provinces nationwide.

In the meantime, Hang Chang an City Site and Qin Xianyang City Site were selected as national archaeological site park projects, marking that Shaanxi Province has achieved significant results in protection of large sites during the 11th five-year period.

Large sites mainly include large-sized assembling places, sites, palaces, tombs and mausoleums with large scale, valuable price and profound influences, and can reflect historical and cultural information in terms of political, religions, military, technological, industrial, agricultural, architectural, traffic and water resources in various development stages of ancient China.

Among 2,351 national key cultural relics protection units of six batches released by China, over 500 are large sites, accounting for over 1/4 of the total. Since 2005, the government has set up special fund for large sites protection and strengthened the protection over large sites. Among 100 large sites specially protected by the country, 15 are in our province.

According to Guo Xianzeng, deputy director of Bureau of Cultural Relics of Shaanxi Province, among unmovable cultural heritage resources in the province, 10,497 are ancient sites, 4,368 are tomb sites (sites of emperors tombs or nobles), accounting for nearly 1/2 of total number of unmovable cultural relics in the province and forming an important part of cultural heritage of our province.

Based on practical situations, Shaanxi Province put forward the new concept of four combinations for large sites protection of the province: combination of large sites protection with local economic and social development, with elevation of people s living standards of local place, with urban-rural construction of local place and with environment improvement of local places.

Thus, it has explored a new way for large sites protection from traditional and professional protection and social protection, from single industrial protection to governmental protection, from passive and constrictive protection to guiding protection .

Moreover, Shaanxi Province also explored different operation modes of large sites: National Park Mode such as Emperor Qin's Mausoleum Site Park and Hanyang Tomb Site Park; Group Operation Mode such as Daming Palace Site Park; Citizen Park Mode such as Yanpingmen Site Park and Qujiang Site Park; Private Capital Investment Mode such as Datang West City Site Museum; Returning Farmland to Forestry Mode such as Handu Tomb Site Park.

Zhao Rong, director general of the Bureau of Cultural Relics of Shaanxi Province, told the reporter that our province will continue to promote the planning and construction of Han Chang an City Site Park, Tang Qianling Site Park and Qin Xianyang City Site Park continuously.
