Cooperation Memo Signed between Shantou Customs and Shantou Entry-Exit Inspection and Quarantine Bureau

Yesterday afternoon, Shantou Customs and Shantou Entry-Exit Inspection and Quarantine Bureau signed the Cooperation Memo on Promoting the Scientific Development of Shantou's Economy and Society. In the memo, the two sides have agreed on a number of cooperative initiatives that cover a wide range of fields, including clearance service, mechanism of law enforcement cooperation, information sharing and building of easy clearance system. City leaders Huang Zhiguang, Cai Zongze, Luo Yangpeng and Xie Zesheng attended the signing ceremony.
Being the law enforcement authorities set up by the state in ports, customs and the department of inspection and quarantine shall shoulder the sacred duties of guarding the national gateway and safeguarding national sovereignty, economic security and ecological safety. It has always been the expectation of both sides to create a cooperative mechanism of equality, fraternity, mutual benefit and mutual help and to strengthen the contact between the two departments. Currently, domestic and foreign economic situation is complicated and changeable. The adverse impact of international financial crisis has not yet elapsed. The state has introduced a series of policies to expand and stabilize domestic demand and promote economic growth. The Outline of the Reform and Development Plan for the Pearl River Delta is in full swing, and steps have fastened to build the West Coast Economic Zone. All these have brought new opportunities to the economic and social development in Shantou and even East Guangdong, and raised new requirements for the port administration authorities, including customs and inspection-quarantine department, to further emancipate mind, blaze new trails, team up closely and perform their service and promotion functions at a higher level. The further strengthened ties of cooperation between Shantou Customs and Shantou Entry-Exit Inspection and Quarantine Bureau will have an important significance for responding to the existing international financial crisis proactively, pushing on the "easy clearance system" of Shantou, optimizing the overall clearance environment of Shantou Port and leveling up the opening of the city to the outside world.
On behalf of the Party Committee and Government of Shantou, Mayor Cai Zongze thanked Shantou Customs and Shantou Entry-Exit Inspection and Quarantine Bureau for the measures they have drawn up in recent years to improve local customs clearance environment and serve the economic and social development of Shantou.
Cai Zongze pointed out that the establishment of a cooperative mechanism between the two departments has availed a platform for the port departments to further strengthen coordination and boost the building of the "easy clearance system". It is hoped that the two sides can take the signing of the cooperation memo as an opportunity to further expand the fields of cooperation, level up their teamwork, tighten the ties of cooperation and join hands to create a more convenient and efficient "easy clearance" environment for Shantou Port, and make new contributions to the scientific development of Shantou's economy and society.
At the signing ceremony, Commissioner of Shantou Customs Zang Yujian stated that the execution of the memo will lead mutual cooperation into more extensive, further, long-term and stable development and mark a new level of cooperation between the two departments. According to Sun Shihe, Secretary of the Party Group and Director of Shantou Entry-Exit Inspection and Quarantine Bureau, the execution of the memo will further broaden the field of cooperation between the two departments, level up cooperation and contribute more to the joint efforts aimed at creating a convenient and efficient "easy clearance" environment and promoting the scientific development of Shantou's economy and society.
