Labor unions are mass organizations formed by the working classes of their own free will. They are important platform for protecting workers interests and building harmonious labor relations. The establishment of labor unions is the requirement of "PRC Labor Union Law", " Company Law of the People's Republic of China", Law of the Peoples Republic of China on Chinese-Foreign Equity Joint Ventures , Law of the People's Republic of China on Chinese-Foreign Contractual Joint Ventures , Law of the People's Republic of China on Foreign-Capital Enterprises and other relevant laws, is the need to promote social stability and to build "people s Huizhou", and is the key to promoting sustained, stable and healthy development. To this end, in July 2010, the CPC Huizhou Municipal Committee formally issued "An Implementation Plan on Constructing Labor Unions in Companies with Further Intensified Work", put forward requirements that "Where there are workers there are always labor unions; where there are labor unions, there are functions of labor unions", and clearly pointed out our work objectives, that is, more than 95% city's foreign-invested enterprises have labor unions before the end of 2010, all the city city's foreign-invested enterprises set up labor unions before the end of 2011.
Foreign-invested enterprises are the most important and vigorous economical constituent part of our city. Promoting foreign-invested enterprises to form labor unions is the key and focus of current labor unions organizing and constructing work in our city. To promote mutual benefits of foreign-invested enterprises and employees, complete expected work objectives of Municipality, All Huizhou Federation of Labor Unions and Huizhou Foreign Trade and Economic Cooperation Bureau sincerely hope that foreign-invested enterprises fully understand the importance and necessity to form labor unions and improve enthusiasm and initiative in setting up labor unions from a long-term development perspective. For those enterprises without labor unions, try to set up labor unions by the end of October, we will provide counseling and assistance. For those which have established labor unions, its creativity, cohesion and combat effectiveness should be improved, to achieve set up, take action and keep vitality , take the enterprise development and rights and interests of workers as the starting point and purpose of labor union, to promote harmonious development of enterprises and workers. According to Huizhou Foreign Trade and Economic Cooperation Bureau, whether an enterprise has set up labor union and support its work is an important condition for foreign-invested enterprises to apply priority work card, to recommend and participate in evaluating honorary citizen, to apply advanced and excellent enterprises. For those which form labor union timely and take active support, we will give priority in evaluating. All Huizhou Federation of Labor Unions will take whether an enterprise has set up labor union as an important condition for electing "Harmonious Enterprise". For those without labor union, one-vote veto will be employed.
