On March 28, the Guangzhou Municipal Government Executive Meeting passed the Responsibility Assignment of the Working Priorities for the Guangzhou Municipal Government in 2011. This year, the working priorities of the Guangzhou Municipal Government will be centered on the achievement of "one goal" and carried out through grasping "two innovations" and highlighting "three key points".
Specifically speaking, the working priorities are divided into 88 key work projects in eight categories, covering the coordinated development of internal and external demands, the development and expansion of core industries, the construction of the innovative city, the strengthening of city planning, construction and administration, and promotion of trials in order to balance urban-rural development, facilitate the development of the social undertakings and enhance the credibility and execution of the government.
Wan Qingliang, mayor of Guangzhou, analyzed the guidelines, working priorities and the main tasks for the Guangzhou Municipal Government and made explicit requirements. He emphasized that departments at all levels should highlight the working priorities to achieve "one goal": construction of the national civilized city, and grasp "two innovations".
That is, lessening the administrative power of the municipality while strengthening the power of the Districts, and innovating the service management mechanism in communities and underline "three key points": promoting the construction of six platforms, focusing on six light spots and completing ten deeds concerning the People's livelihood.
The construction of six platforms to promote:
Sino-Sigapore Guangzhou Knowledge City, the New Nansha District, the Airport Economic Zone, Guangzhou Business District in Huangsha Road, the Financial Exhibition Headquarters located in the Yiyuan village, Pazhou and the Wisdom of Tianhe City.
Six light spots to focus on:
Phase to the Liwanchong, Phase to the Donghaochong, the Baiyun Lake, Haizhu Lake, Haixinsha and Lvdaowang.
Ten deeds concerning the livelihoods of people to complete:
1. Alleviating poverty and developing the economy.
2. Free tuition of secondary vocational education for students from needy families.
3. Continuing expansion of the social security coverage.
4. Improving medical security in both urban and rural areas.
5. Improving social assistance.
6. Increasing housing security.
7. Improving the travel conditions of Guangzhou residents.
8. Improving the social endowment level.
9. Improving the roads in the rural areas.
10. Providing more leisure and fitness locations for Guangzhou residents.
