Chinese Leaders Join Panel Discussions of Political Advisors

BEIJING, March 4 (Xinhua) -- President Hu Jintao and other Chinese leaders Friday respectively joined panel discussions of political advisors who are in Beijing for an annual meeting.

Hu Jintao said that China must rely on scientific and technological innovation, education and talents to seize the initiative in the increasingly intense international competition.

Hu made the remarks while joining in a panel discussion with political advisors from the Chinese Peasants and Workers Democratic Party and the Jiu San Society at the ongoing annual session of the National Committee of the Chinese People's Political Consultative Conference (CPPCC), the country's top political advisory body.

Hu said China must greatly enhance the capabilities for scientific and technological innovation, especially independent innovation, and speed up the transformation of technological achievements into actual productive forces.

He said China needs to greatly improve the quality of education and create a favorable environment for fostering talents in various industries.

During the discussion, Hu also stressed the importance of developing public health and urged relevant authorities to solve major problems in this regard -- the difficulties and high costs to access medical service.

On grain production, Hu said China needs to fully arouse the enthusiasm of farmers for growing grain by offering more favorable policies to those major grain-producing regions.

In addition, Hu called for the building of a resource-saving and environment-friendly society in a bid to accelerate the transformation of economic development mode.

While in discussions with political advisors from the personages without party affiliation, Wu Bangguo, chairman of the National People's Congress (NPC) Standing Committee, urged the talents to offer advices on stable and fast economic and social development.

Wu called on them to conduct thorough research on key economic and social development issues and give more insightful suggestions.

While discussing with China Zhi Gong Dang (Party for Public Interest), and overseas Chinese union, Jia Qinglin, chairman of the CPPCC National Committee, encouraged them to provide better services to overseas Chinese and those who have returned to China.

Jia asked them to pool the wisdom and efforts of overseas Chinese and returned overseas Chinese to make contribution to China's social and economic development and help create a favorable international environment for China through public diplomacy.

At the panel discussion with representatives of social science researchers and the press, Li Changchun, member of the Standing Committee of the Political Bureau of the Communist Party of China (CPC) Central Committee, asked them to help the general public better understand the country's actual conditions through their research results, news reports and publications.

When attending discussions with advisors from Hong Kong and Macao, Vice President Xi Jinping said the draft outline of the 12th Five-year Plan for national economic and social development, to be deliberated and reviewed during the CPPCC session and the upcoming parliamentary session, reflects the central government's care and support for the two special administrative regions in many aspects.

The plan would surely bring greater room for development and more opportunities for Hong Kong and Macao, Xi said.

In his discussion with advisors from the commercial circle, Vice Premier Li Keqiang said the country would push for deepening economic restructuring while upholding the basic economic system to bring China's economy onto the path of innovation-powered growth driven by domestic demand.

Li said the government would continue to assist the development of small and medium-sized businesses, expand the investment channels for private capital, and encourage private and social capital to enter sectors such as public rental housing and healthcare.

While joining in the panel discussion of specially invited political advisors from various social sectors, He Guoqiang, a Standing Committee member of the Political Bureau of the CPC Central Committee, asked them to contribute more suggestions while exercising democratic supervision.

He, also head of the CPC Central Commission for Discipline Inspection, expressed the government's firm resolve in the fight against corruption and in building a clean government.

Zhou Yongkang, another Standing Committee member of the Political Bureau of the CPC Central Committee who oversees law and order, told advisors that the CPPCC has an important role to play in social management issues.

Zhou said the CPPCC members should take the initiative in helping maintain social stability and to unite the public to join in the efforts to safeguard the sound social environment for economic development, ethnic unity, improvement of the people's livelihood, and social stability.
