On October 12th, the launching ceremony for the construction of the national engineering laboratory for biomass power generation equipment was held in D260 of the main building.

Xie Huanzhong, Secretary of the Science and Technology Department of the Ministry of Education, Liu Yanrong, deputy secretary of the High-tech Industry Department of the National Development and Reform Commission, Shi Lishan, deputy secretary of the New Energy and Renewable Energy Department of the National Energy Board, Wu Zhigong, Secretary of NCEPU Party Committee, Liu Jizhen, President of NCEPU, Yang Yongping, vice President of NCEPU attended the ceremony. Vice president Yang Yongping presided over the ceremony. Other leaders from various enterprises and institutions and teacher and student representatives from some relevant departments in NCEPU also participated in the ceremony.

President Liu, on behalf of NCEPU, extended his thanks to those who have concerned themselves with the construction of the national engineering laboratory for biomass power generation equipment. He then gave a brief introduction of NCEPU and the accomplishments she has achieved in such areas as discipline building in the cause of serving the development of national power industry.
He said that in recent years, NCEPU has been dedicated to the demand of national energy and power development and has successfully built a number of high-level scientific and technological innovation platforms, which laid a solid foundation for NCEPU to participate in the national innovation strategies. In 2009, the National Development and Reform Commission officially approved the establishment of national innovation platform The national engineering laboratory for biomass power generation equipment in NCEPU, which is the first national scientific platform constructed in our school.
Over the past year, with the cooperation of the National Bio Energy Group, Longji Power Group and Jinan Boiler Group, NCEPU has started the planning of the laboratory building. 4,000 square meters in Section B of the main building are used as the experimental space for the National Engineering Laboratory, and 3,000 square meters of the research and development base for NCEPU in Pinggu District are used as the replication experiment platform for the laboratory. With the joint efforts of all parties, the laboratory has carried out scientific research and exchange cooperation in various fields and has achieved many accomplishments.
In the future, NCEPU will continue to fully support the work of the laboratory in various aspects. Based on the construction of the laboratory, NCEPU will speed up the pace of technological innovation in the intermediation among the various power disciplines, especially in the combination of basic research and engineering building. We believe that with the support and co-efforts of various parties, the laboratory will play an important role in the biomass energy development in China and in so doing greatly promoted the sustainable development of renewable energy and the reduction of energy consumption.
Dong Changqing, Deputy Director of the National Engineering Laboratory for biomass power generation equipment, gave a report entitled The Progress Report of the National Engineering Laboratory for biomass power generation equipment.
In February 2009, after the approval of the National Development and Reform Commission on the building of the laboratory, North China Electric Power University, National Bio Energy Group, Longji Power Group and Jinan Boiler Group set up a board. Also, a technical committee and laboratory management team were formed. Five experimental compartments were set up according to the strengths and research focus of the parties concerned, and relevant management and operation system was established.
At present, studies carried out in the laboratory include: National 973 Program, 863 Program, National Science and Technology Support Program, Key Projects of the Ministry of Education, Integrated Rural Energy Project of the Ministry of Agriculture, Key Projects of Beijing Natural Science Foundation, GTZ Sino-German biomass utilization projects, more than 30 cooperation projects between NCEPU and other enterprises. Completed projects include: 48-ton and 75-ton biomass boiler total thermal calculation, hydrodynamic calculations and thermal numerical simulation and biomass co-firing demonstration project and these projects have been used in engineering practice. Besides what has been mentioned above, about 20 projects based on the laboratory are being declared.
He also introduced the cooperation between the laboratory, enterprises and local governments as well as the work of the laboratory in the future.
It is pointed out in the address by representatives of cooperation units, President of National Bio Energy Co., Ltd., and President of China Longji Electric Power Group Co. Ltd. that the establishment of the State Engineering Lab. of Biomass Power Equipment will transform the status quo of the development of new energy and renewable energy resources, advance the linking of the research achievements and industry, as well as provide key technology for the industry. As the cooperation units of the Lab, National Bio Energy Co., Ltd, China Longji Electric Power Group Co. Ltd. and Jinan Boiler Group will coordinate with NCEPU to carry out scientific research in the lab and make scientific and technological breakthroughs, develop biomass power generation technology and equipment suitable for China, and make further contribution to Chinese biomass power industry.
As the representative from five major state-owned power generation groups, Wang Gonglin, Vice General Manager of Guodian Technology and Environment Co,, Ltd expressed congratulations in the address. Mr. Wang states that biomass power generation have been highly valued as an indispensable part of new energy resources by Chinese power generation groups. As it starts relatively late in China, many technological problems have to be solved urgently. The establishment of the Lab. will promote the solution of these problems. Guodian Technology and Environment Co,, Ltd will cooperate with NCEPU and make full use of the Lab to make further contribution to Chinese biomass power industry.
Shi Lishan, Deputy Director of New Energy and Renewable Energy Department, National Energy Board, pointed out in his address that biomass power is a new industry and a major energy resource for human beings. By the year 2020, the installed capacity of Chinese biomass power will add up to 30 million kilowatts. Therefore, it is necessary to establish such a lab. The founding of the Lab. in NCEPU will bring its advantages into fuller play, facilitate the linking of the research fruits with industry, solve problems in the field of biomass power generation, and guarantee the sustainable and healthy development of biomass power industry.
Xie Huanzhong, Director of Science and Technology Department, the Ministry of Education, introduced the significance of the founding of the Lab from three aspects.
Firstly, the establishment of the Lab is a significant move of complementing the National Mid-term and Long-term Science and Technology Development Program Planning. Supported by NCEPU and a group of leading operations, the Lab is a base for scientific and technological innovations and engineering development. The Lab can be useful in talent cultivation, scientific research, as well as the combination of production, teaching and research, and promote the creative capacity of China in the field of biomass power generation.
Secondly, the establishment of the Lab is a step forward for the promotion of education quality, which is a major issue in the National Conference on Education. Education quality should be reflected not only in talent cultivation, scientific and technological innovation but also in high-level social service. The Lab endows NCEPU or higher education system with new energy in terms of scientific and technological innovation and serving the society.
Third, the Lab is bound to bring new vitality to higher education reform, development and quality of talent cultivation. The participation of leading enterprises will guide the need of enterprises and economic fields into all parts of university work including teaching, and in turn, promote the reform of specialties, discipline adjustment and curriculum. All these will make the talent cultivation of universities satisfy the need of enterprises much better.
Liu Yanrong, Vice Director of Hi-tech Industry Division, National Development and Reform Committee (NDRC), put forward two ideas in her address.
Firstly, in the development and perfection of the Lab, it should center on the key problems in this industry, make full use of the advantages of both school research and cooperation, further optimize the allocation of recourses, make innovations in development mechanism, and put the achievements into practical use, which in turn, can reflect the industry-oriented characteristic of national engineering lab.
Secondly, the Lab should support the industry in terms of technology. On the one hand, it is both a challenge and an opportunity for the Lab as promoting new energy industry including biomass energy has become one of the seven national key new industries and we hope that the Lab will provide technological support for the whole industry. On the other hand, it is hoped that relevant departments and contracting units make common efforts to create proper conditions and environment for the development of the Lab, bring into full play the technological and talent advantages of the Lab, and thus make contributions to Chinese biomass power industry.

Dong Changqing, Deputy Director of the Lab, and other staff introduced the Lab for the leaders.
