NCEPU Signed a Cooperative Agreement with China Institute of Water Resources and Hydropower Research

On the afternoon of August 27^th, NCEPU and IWHR signed a cooperative agreement at the conference Room 216 ,District D, main building, which indicated that their cooperation in energy and environment field took effect. After delivering speeches respectively at the signature ceremony, Liu Jizhen (President of NCEPU) and Kuang Shangfu (President of IWHR) signed the cooperative agreement

In the speech, both president Liu and President Kuang expressed the sincerity and expectation to reinforce the cooperation between NCEPU and IWHR. Both sides believed that sharing many common grounds and complementary advantages, NCEPU and IWHR will have a solid cooperative foundation and a broad cooperative prospect.

President Liu said that being the most authoritative scientific and national research institution in relevant field, IWHR has not only cultivated a large number of talents but also made many significant scientific achievements, thus NCEPU will make joint effort and conduct bilateral cooperation with IWHR. President Liu also pointed out that with similar history and close relations, water resources and electric power belongs to the same category in the history of new China and both established in 1958, thus, two sides share an extensively cooperative foundation. Since China has the richest hydroelectric resources and ranks the first in the world in terms of installed hydro power capacity, hydroelectric has been one of the most important part of Chinese electric power. Hydroelectric department has developed greatly and formed certain scale since its establishment in 2003, and now it has become the new growth point for NCEPU. At present, the cooperation is becoming more important and profound when two sides further their joint development based on the state strategic demand. Besides, President Liu hoped that both NCEPU and IWHR should develop their strong points and extend cooperative space starting from the energy and environment field, so as to push the cooperation to a new height and a new level.

President Kuang pointed out that the energy and environment joint research center established by the two sides serves as a research platform withmulti-disciplinary characteristics. Nowadays, since issues such as energy, environment and resource have gotten lots of attention, the cooperation between NCEPU and IWHR has a significant meaning. Therefore, both sides should apply for the scientific support and major project approval on the basis of scientific research platform and the Twelfth Five Years Plan, and extend cooperation in terms of talents cultivating, scientific research platform sharing, as well as take full advantage of talents and advanced equipments. With such solid cooperation and joint effort, substantial cooperation between two sides will be developed to a high level. President Kuang also spoke highly of NCEPU s emphasis on talents training, discipline development and infrastructure construction.

After having an in-depth discussion on regulating cooperative mechanism, innovating cooperation model and furthering sustainable cooperation, two sides reached an agreement finally. In order to establish a long-time and stable cooperative mechanism, and promote the cooperation regarding talents training, condition platform construction and academic exchange, the NCEPU and IWHR Cooperation Committee is established. Supported by the energy and environment joint research center, based on meeting the demands of the state, industry ,enterprise and public institution, the two parties will organize the declaration of the major state scientific research projects and actively expand the scientific research and technology transfer market at home and abroad with their united forces.

The signature ceremony was chaired by the vice president Yang Yongping.
