On February 8, Liu Xihan, Secretary of the Party Committee of SINOTRANS and Chairman of Changhang Youyun, made a special trip to Changhang Youyun, and heard the report on the development of VLCC and MR fleets in Changhang Youyun.
Secretary Liu Xihan fully praised that in the past two years, Changhang Youyun has enhanced the ship management through effective promotion of TMSA and comprehensive management system, and has achieved safe and stable operation of VLCC and MR fleets, despite the rapid expansion of transportation capacity and insufficient management resource.
After hearing the work report, Secretary Liu Xihan emphasized that the improvement of comprehensive system operation quality and the promotion of TMSA is a guarantee for the fleet management of Changhang Youyun, and is also an international best practice. With the continuous expansion of fleets scale, Changhang Youyun should integratively perform the requirement of TMSA and the promotion of comprehensive management system in a top-to-bottom way.
The system construction should be valued and well implemented, and the Two skins (taking them as a cover) must be prohibited. Secretary Liu Xihan pointed out, for the operation, the operators of Changhang Youyun should think over and positively explore an operation mode suitable for the fleet scale of Changhang Youyun in the future for international and domestic market, with the continuous expansion of fleet scale.
It is known that with the rapid development in the past two years, the transportation capacity of Changhang Youyun has made a leap-forward development, and its transportation capacity has increased from the 430,000 dead weight tons before the reorganization of Jianghai to the 3,350,000 dead weight tons at the end of 2009. Now it owns and holds 6 VLCC, among which 4 have the capacity of self-staffing, self-operation and self-management, and 28 MR, making it the biggest clean tanker fleet of Far East.
