On 17 September 2008, CCCC Highway Consultants Co., Ltd. won the bid for survey and design project of Harbor Development Area-Caofeidian of Binhai Road. The contract value amounted to RMB57.81 million.
The project is 42.5km long, starting from Harbor Development Area and ending at Caofeidian. There are two mega bridges, five large bridges, seven middle bridges, one interchange, and one toll station. For the first six kilometers from Binhai New City, it is dual five-lane and 79.5m wide; for the rest of this highway, it is dual three-lane and 49.5m wide.
