On Jan. 27-28, China Longyuan held the Third Session of the First Representative Assembly of the Workers and 2011 Work Meeting in Beijing. The meeting made a full summary about the work in 2010 and the main achievements and experiences in the 11th Five-year Plan. It also analyzed the present situation and fixed the objectives in the 12th Five-year Plan and work focuses in 2011.

Zhu Yongpeng, GM of China Guodian Corporation and chairman of China Longyuan, made an important speech. Xie Changjun, assistant GM of China Guodian Corporation, GM and deputy secretary of Party Leadership Group of China Longyuan, and Huan Qun, secretary of Party Leadership Group and deputy GM of China Longyuan, attended the meeting. Other company leaders also attended the meeting, including Tian Shicun, Wang Liansheng, Zhang Yuan, Li Hongmei, Wang Jian Ting, Fei Zhi and Jia Nansong. Mr. Xie Changjun delivered the work report and Huang Qun made a summary speech.

At the meeting, Mr. Zhu Yongpeng highly recognized the outstanding achievements made by China Longyuan in recently years. He pointed out that in the past 17 years after its foundation, the Company had experienced a brilliant course of struggle, changing from a weak and small company to a strong and large enterprise. Especially in the 11th Five-year Plan , it succeeded in the operation transformation and leap-forward development. Currently the Company s installed capacity of wind power ranked the first stably in Asia. Meanwhile, it had various generation forms including PV power, biomass power, tidal power and geothermal power. In addition, it had established obvious advantages in many fields, such as installed capacity, operational profitability, enterprise management, technical innovation and market financing. It was a leader of China s new energy industry, which had created a miracle in the world s new energy development. This achievement had resulted from China Longyuan s excellent tradition of hard work, market sense of continuous innovation, enterprise idea of loyalty and faithfulness, efficient and rigorous work style, united and harmonious work environment, pursuit of being first class, which was a valuable spiritual wealth and it should be handed down.

Mr. Zhu believed that the key to the success of China Longyuan was that it had well grasped the trend of the global energy and conformed to the direction of the state s industrial policy. In the 12th Five-year Plan , we should pay close attention to the trend, adjust strategic thought, grasp development opportunity so as to promote the health development of the Company. Especially, we should do a good job of the following: it was imperative to be closely in line with the state s industrial policies and further clarify the development direction; stick to the industrial development design and enhance development quality; understand the strategic thought of the group and accelerate enterprise transformation; be familiar with the rules of capital market and continue to regulate enterprise management.

Mr. Zhu proposed several hopes and requirements for China Longyuan s work in 2011: first, it was imperative to accelerate development pace so as to contribute to the group s enterprise transformation; second, it was imperative to enhance professional management level so as to give technical support to the group s wind power development; third, it was imperative to enhance the sense of crisis so as to ensure the leading position of China Longyuan in the field of new energy; fourth, it was imperative to strengthen the party building work so as to welcome the 90th anniversary of the foundation of the Party.

At the meeting, Mr. Xie Changjun gave the work report themed Continue to Work Diligently, Unitedly, Innovatively so as to Build the World-class Listing Company of New Energy . He pointed out that in 2010, the Company had always stuck to the central task of two realizations and four priorities and adhered to three guarantees and two promotions so that it had realized totally the work objective of six promotions and made new achievements in each work. The achievements were mainly as follows: it had made outstanding achievement in the development and assumed a new outlook in wind power development; it had made stable progress in constructions and maintained the leading position in the installed capacity of wind power; it had kept a stable situation of safety production and improved generation level; it had deepened the operation management and improved its economic benefit; it had done a good job of team building and had a more powerful supply of talents; it had continued to strengthen investor relation and maintained the overall stability of the stock price of the Company; it had perfected its supporting system and fortified its management foundation; it had totally strengthened the work of Party building and made harmonious culture more and more popular in workers.

Mr. Xie Changjun made an overall summary of the main achievements in the 11th Five-year Plan and listed five pieces of valuable experiences: first, to adhere to the scientific outlook of development was the premise to keep the proper development direction of the Company; second, to stick to the winning strategy was the important measure to make it maintain its leading development scale; third, to insist in being practical as well as innovative was the core method to possess its long-term competiveness; fifth, the focus of talent-orientation was the spring to build its talent team.

After a thorough analysis of the situation faced by the Company, Mr. Xie Changjun put forward the development thought and objectives in the 12th Five-year Plan . He pointed out that in the 12th Five-year Plan , it was imperative to develop wind power, fully make use of the Company s advantages, improve plans, clarify measures, build and strengthen the core competiveness featured with the ten supporting systems including wind power construction, operation maintenance and relevant technologies; it was imperative to develop PV power and solar energy generation, do a good job of the integration of urban PV construction, the preliminary of new energy projects, such as micro-grid demonstration project and their technological reserve; it was imperative to actively follow up the technological development of the renewable resources generation including tidal power and geothermal power. Finally, it was to build a new situation which is mainly composed of wind power generation as well as other diversified new energy resources.

Mr. Xie expressed that the overall thought of the work in 2011 was: guided by the spirits of the Fifth Plenary Session of the Seventeenth Central Committee of the CPC, the Central Economic Work Conference, and the Work Conference of China Guodian Corporation, it was imperative to carry out the scientific outlook of development, base on the actual development of the Company, continue to optimize the deployment of electricity resources, focus on works both on the land and in the sea, give consideration to both domestic and foreign market, take into account both wind power and other new energy resources, greatly push forward innovations in the field of system, mechanism, management and technology, further widen the channel of fund and talents, fully strengthen the function of wind power operation and management service, realize the sustainable development of the Company and accelerate the building of a world-class listing company of new energy.

He emphasized that in 2011, the Company would do a good job of the following: first, it was imperative to strengthen the control over operational cost so as to improve its profitability; second, it was imperative to fortify the management of project construction so as to improve further project quality and reasonably control project cost; third, it was imperative to intensify safety production and basic management so as to enhance equipment s generation level; fourth, it was imperative to reinforce project preliminary work so as to optimize the deployment of wind power development; fifth, stress system and technological innovation so as to enhance the core competiveness of the enterprise; emphasize the staff team construction so as to build first-class management team; seventh, do a better job of building invest relation so as to increase the Company's influence in the international capital market; finally, it was imperative to give more emphasis to Party building and ideological and political work so as to promote the construction of a harmonious enterprise.

In his summary speech, Huang Qun proposed several requirements regarding the work in next step: first, it was imperative to reinforce the management, improve capacity diligently and aim at world-class standards so as to fully enhance management level; second, it was imperative to care about the staff, cultivate talents and build world-class staff team; third, it was imperative to promote development, focus on quality and create world-class listing company of new energy; fourth, it was imperative to melt into the center, increase responsibility and do a god job of Party building work in the new era.

He emphasized that after the meeting, it was imperative for each unit to take immediate action, do a good job of studying and carrying out of the spirit of the meeting, organize relevant work meetings as soon as possible, fully carry out the spirit of the Representative Assembly of the Workers in diversified forms. Meanwhile, it was imperative to focus on the careful study of the GM s work report, fully understand its spirit, and propose specific measures to finish each work objective in combination with the overall deployment of the whole year s work.

At the meeting, some documents have been passed including the Decision on the GM s Work Report, the Report on the Execution of the Group s 2010 Comprehensive Plan and the Arrangement of 2011 Comprehensive Plan, the Report on the Execution of the Group s 2010 Financial Budget and the Arrangement of 2011 Financial Budget. In addition, some awards have been presented at the meeting, including 2009-2010 Four-Excellence Leading Group, Advanced Unit in the Evaluation of 2010 Objective Responsibility System, 2010 GM Award Fund and Advanced Individuals. Eight subsidiaries delivered exchange speeches at the meeting, including Gansu Company, YIchun Xin anling Company, Jiangsu Company, Baotou Company, Shenyang Company, Chifeng Company, Hebei Weichang Company, and Yunnan Company. Group discussions have been carried out at the meeting. Besides, 2011 objective responsibility documents have been signed at the meeting. Before the meeting, the preliminary meeting of the Third Plenary Session of the First Representative Assembly of the Workers had been held.

People attended the assembly also include chief engineers of the group, assistant GM of the group, duty person of each department, major duty Party leader of each subordinate unit, and representatives of the First Representative Assembly of the Workers.
