The municipal leaders lay the cornerstone of
the Sports New TownHealthCenter
Yesterday morning, the ground breaking ceremony for the Sports New Town Health Center was held in Lanling Road, Ganjingzi District. The center consists of 4 medical organizations and one family planning program: Lanling Hospital of the Hospital of Dalian Obstetrics and Gynecology, Lanling Hospital of Dalian Children s Hospital, Xinhua Hospital, Center for Disease Control and Prevention, and Dalian Population & Family Planning Service Center. Party secretary Xia Deren, Mayor Li Wancai, Huai Zhongmin, director of Dalian People's Congress Standing Committee, Deputy Party secretary Li Jingrui, Jiang Chao, director of the Provincial Health Department, Wang Ping, member of the Standing Committee of the CPC Dalian Committee and secretary-general of the Dalian Party Committee, Vice Mayors Zhang Jun and Zhu Chengqing, Shi Zhongyan, vice-chairman of the Dalian Municipal CPPCC, and Xu Guochen, secretary-general of the Dalian Municipal Government, attended the ceremony and laid the cornerstone of the center.
The center is located in the southwest of Dalian Sports Center, 100 meters west of Northwest Road, with Universal Mineral at the north and Lanling Road at the south. With a total investment of 1.3 billion yuan, it takes up a total construction area of about 220,000 square meters, of which 60,000 square meters are for the three hospitals, each with 500 beds 22,000 for the Center for Disease Control and Prevention, and 4.500 for the Population & Family Planning Service Center.
Lanling hospitals for obstetrics and gynecology and for children will complete by the end of 2011 and will be put into use in 2012. On the completion of the center, a medical and health cluster will be established sharing public facilities such as water supply, gas supply and sewage treatment, to promote the development of grass-roots units of the medical organizations, establishing a training base for the basicmedical and health services in the northwest district, and offering a two-way referral service to give a full play of the radiation and leading role of general hospitals and specialized hospitals in regional basic medical and health services, so as to ensure the maximum benefit of medical resources and to satisfy the people s needs for medical and health services to the utmost extent.
It is said that it will be a modern health center of high standards, with first-class technology and services. The designs for the sharing of water, electricity and medical resources, as well as for complementary groupings, are uniquely advanced concepts both at home and abroad. Several 8-lane roadways will connect the center to the city area for quick and easy emergency medical services for the people. The three new hospitals will be the same size as their original affiliates; Xinhua Hospital, in particular, will have improved hardware facilities put into use to effectively solve the problems of difficult access to quality medical and health services and lack of medical resources in the city center.
At the ceremony, Zhu Chengqing said that the startup of the center is a morale building project when Dalian implements the scientific concept of development and improves people s living standards; it is an optimization of the Dalian s medical and health resources and an important action to promote programs for women s and children s medical and health services. It is another milestone for Dalian s rapid development of social programs with its large investment, large scale and new group-type construction. On the completion of the center, it will become a group of landmark buildings presenting Dalian s flourishing social development and urban charms; it will have positive and significant impact on the development of Dalian s health cause, on meeting the needs of women and children for medical and health services, on the improvement of disease prevention and family planning services, on the perfection of medical and health service functions of Ganjingzi area and on the acceleration of macro-urbanization.
Zhu requested that all the builders, first, should ensure the quality, the progress and the safety of the construction in order to make it an excellent, safe, top-quality project, to win the government s trust, the users reorganization and the people s satisfaction, and to withstand the test of history; second, should ensure the progress of the project to high standards, high quality and high efficiency; third, should carry out the responsibility system of having a project legal person in place, the system of public bidding, the project supervision system and the contract management system and rigorously enforce the management of infrastructure projects, construction and supervision units, effectively control quality, cost, and time limits for theproject, and strengthen completion acceptance.
