In accordance with the requirement of the "Work program for implementing the annual inspection of the responsibility system for the construction of the Party conduct and of an honest and clean government in 2010", all the inspection teams focused on inspecting the following aspects: whether the leadership and its members implemented "one post, double duties", implemented the arrangements and requirements of the central authorities, the provincial party committee and government on strengthening construction of the Party conduct and of an honest and clean government studied and formulated work plans and specific measures for construction of the Party conduct and of an honest and clean government and organized implementation; whether the leading group members complied with the provisions of the code of ethics; and the rectification of the problems found in the inspection of the responsibility system for the construction of the Party conduct and of an honest and clean government in 2009.

The inspection work adheres to combining with leading group and leading cadre target assessment and combining with the system for punishing and preventing corruption, closely combines with the reality of the units being inspected in construction of the Party conduct and of an honest and clean government, takes public notice, implementation of inspection, summarizing, integrated feedback and other steps, adopts the methods of listening to the reports, convening forums, having individual talks, looking up information and field visits, etc.

After the inspection, the inspection teams raised rectification opinions on the existing problems, and timely gave feedback to the unit being inspected, to urge the rectification. They organized special treatment on some of the outstanding and general problems; they conscientiously summed up and promoted the good experience and good practice; they timely classified and dealt with the clues found in violation of disciplines and laws; they included the evaluation results into the honest and clean file of cadres as an important basis for performance evaluation, rewards and punishments, selection and appointment of leading cadres, to enhance the effectiveness of the inspection.

For the problems found in inspection, the inspection teams proposed requirements on how the units being inspected further implement the responsibility system for the construction of the Party conduct and of an honest and clean government. First is to conscientiously study and implement the newly revised "The provisions on the implementation of the responsibility system for the construction of the Party conduct and of an honest and clean government", increase public education efforts, combine the studying and implementation of the "Provisions" with the studying and implementation of spirit of the seventeenth session of the Fifth Plenary Session of the Central Committee and the spirit of the eleventh plenary session of the Ninth Provincial Committee and with the implementation of the "Code of ethics", and carry out extensive and in-depth study and advocacy through thematic report, study and training, knowledge test and other forms, to create a good atmosphere for the implementation.
