TEDA held the 1st Global Outsourcing Summit, at which leaders from Ministry of Commerce, Ministry of InformaTion Industry and Ministry of Science and Technology, former Australian Premier, Fortune 500 enterprises, leading outsourcing companies, representatives of relevant international economic institutions, foreign and domestic contract-letting and contract-undertaking enterprises were present. Dai Xianglong attended the opening ceremony and gave a speech.
Tianjin Municipal Government, Asia-Pacific CEO Association and International Outsourcing Center jointly sponsored the summit. The summit was themed on The Second Global Economic Integration International Outsourcing . At the summit, leaders from relevant ministries, international outsourcing experts and leaders from well-known enterprises gave lectures centering outsourcing theory, policy, strategy and practical experience.
At the same time, they also held round tables themed on Strategic Positioning of International Outsourcing Cities and Brand Strategy and Capital Operation of Outsourcing Enterprises , profoundly discussing about international outsourcing development trend, outsourcing talent strategy of trans-national enterprises, China s internationalized outsourcing development strategy, information release of international key outsourcing projects, strategic positioning of international outsourcing cities and brand strategy and capital operation of outsourcing enterprises, conducting project development activities for contract-letting and contract-undertaking Parties and building up a platform for Chinese and foreign enterprises to branch out international contract-letting and contract-undertaking Service cooperation.
Outsourcing is one of important parts in modern top-end service industry and features high IT carrying capacity, large added value, low resource consumption, fewer environmental pollution, strong employment absorption ability and higher internationalized level. It is also an important driving force in the global industrial transfer of new round, meanwhile bringing hard-won opportunities to countries seeking for the development of service industry.
Nowadays, service outsourcing is an important form of global service industry transfer. According to the forecast of world authorities, the total value of international service outsourcing will reach US$120 million by the end of 2007, while the global outsourcing market will grow at a speed of 30% to 40% in the coming years.
In recent years, Chinese Government lays stress on outsourcing service and actively develops it, especially the software outsourcing. Preferential policy, enormous market, excellent talent and increasingly improved infrastructure are unique advantages to develop the outsourcing market in China. As a result, China becomes a great supply market for trans-national enterprises to reduce offshore outsourcing risk as well as a new-type outsourcing demand market to offer outsourcing service and witnesses rapid growth in outsourcing service.
Tianjin is one of six national software export bases and was entitled as Base City of China s Service Outsourcing by Ministry of Commerce, Ministry of Information Industry and Ministry of Science and Technology in 2006; meanwhile TEDA was recognized as China Service Outsourcing Training Center . Tianjin Municipal Government pays highly attention to boost the service outsourcing and issued a series of preferential policies.
This March, it promulgated The Comments on Promoting the Development of Service Outsourcing of Tianjin, allocating 50 million yuan every year for supporting training projects of service outsourcing talents as well as building projects of model institutions of service outsourcing talent training. In June, it entitled Tianjin High-Tech Development Zone, TEDA and Tianjin Port Free Trade Zone as Tianjin Service Outsourcing Model Parks ; then TEDA came up with support policies such as The Temporary Regulations on Improving Service Outsourcing Industry for encouraging the building and development outsourcing parks.
Some Tianjin s functional departments held activities to create an excellent circumstance for flourishing growth of service outsourcing of Tianjin.
At present, Tianjin s service outsourcing work forms an industrial cluster of offshore service outsource with TEDA and Tianjin High-Tech Development Zone at the core. Enterprises of information service outsourcing, human resource outsourcing, financial management outsourcing, logistic service outsourcing, after-sales service outsourcing and product R&D outsourcing were rapidly emerged in TEDA.
At the same time, some representative enterprises in outsourcing field as well as service outsourcing enterprises in fields of information security service, integrated circuit design service and IT application service were settled in Tianjin.
