Recently, Professor Donald Klingner, former president of The American Society For Public Administration was invited by the Dongcheng Municipal Human Resources And Social Security Bureau to launch the Human Resource Management exchange forum with the person-in-charge of Dongcheng District Human Resource Department. Having many years of management experience, Professor Donald Klingner expounded on questions related to team motivation within the government, the extensive study of performance management, development of training for civil servants, the ability of civil servants under international and modern developments, etc, with main emphasis on the theory of fairness and expectation used in management theories. Later, participants discussed work related problems and experiences gained in this forum with Professor Donald Klingner. Through this exchange, participants have gained an understanding of theories related to human resource benefits of the public sector in developed countries. The overall ability of the participants, their understanding of theories and practical skills were also strengthened, setting the foundation for the future development of human resource management works.
