The 2nd Session of the 6th CBIA Council (Enlarged) Held in Xi an City

Chairman Liu Enshi pointed out: 2010 is the last year of the 11th Five-Year Plan and the year to prepare for the 12th Five-Year Plan. Despite the impacts from the global financial crisis, the entire bearing industry has managed to tide over and achieve a slight growth. However, the crisis still broods and the demand from the international market is still weak, this creates more uncertainty for the domestic bearing market. Also, our steps of transforming development mode and adjusting industrial and product structures are far lagging behind the market change. Meanwhile, the lagging effects and other uncertain factors will impose more restraints and difficulties on the bearing industry than other sectors in 2010. Therefore, we must have a clear understanding of the present situation and adhere to the spirits of 17th National Congress and the policies of Central Economic Work Conference, so as to focus our minds on transforming development mode and adjusting industrial structure. By making clear our goals and arranging the tasks, we can continue to develop the bearing industry both rapidly and efficiently. Mr. Liu arranged the tasks for 2010 from the following aspects: 1. Strive to complete the goals set up in the 11th Five-Year Plan and work out 12th Five-Year Plan; 2. Facilitate the transformation of development mode and promote the structural adjustment; 3. Continue to strengthen independent innovation and make further technological progress; 4. Put more emphasis on managerial innovation, human resources and protection of intellectual property; 5. Strengthen the connection and cooperation with local bearing associations and bridge them with the related governmental department; 6. Continue the international exchange and try to make the 12th International Bearing Exhibition and International Bearing Summit as successful as ever; 7. Continue to improve the CBIA to provide better services for the government, the industry and member enterprises.

Invited by CBIA, Huang Libin, the deputy director of the Performance Inspection & Coordination Bureau under the Ministry of Industry and Information Technology, made a report on the current situations of bearing industry and the overall economy. In 2010, the Ministry will focus on structural adjustment and transformation of development mode in a balanced and well-coordinated way; continue to implement the macro-economic control policy of expanding domestic demand and promote the economic and industrial development in a stable and fast way; facilitate the technological upgrade by applying advanced technology to stimulate traditional industries; adopt comprehensive supportive policies and measures to eliminate outdated production capacity and to encourage mergers and acquisitions; step up input and policy supports and cultivate emerging industries that have strategic importance; make sure the implementation of supportive policies and further advance the development of small-and-medium-sized enterprises; optimize the structure of exporting goods and move the processing and trading business up the value chain; strengthen and improve corporate management and increase the corporate competitiveness and their ability to adapt to the market change.

At last, secretary general Wang Quanqing summarized the topics discussed in the conference. Mr. Wang pointed out, this meeting is held at a right time, necessary for us to sum up the lessons and best practices we have learnt in dealing the 2009 financial crisis. The conference provides an opportunity for us to discuss the bearing industry s development strategy in post-crisis period, namely how to facilitate the transformation of development mode and adjustment of structure. At present, the top priority for the entire industry is to achieve the goals set in the 11th Five-Year Plan and to make a good preparation for the 12th Five-Year Plan. The latter task is more difficult and formidable which requires all the talents in the bearing industry to push technological innovation and focus on transforming the development mode and adjusting structure. This is essential for winning the last war against the financial crisis. We shall take a sober message from the high growth achieved in the 1st quarter and closely monitor the possible impacts on export caused by trade protectionism and exchange rate movements. To ensure the attainment of this year s goals, we must pay close attention to the polices like eliminating outdated production capacity that might cause the structural change of the market demand and the rising prices of raw materials that might lead to higher manufacturing cost.
