"The economic and environmental consequences of a spill of this magnitude are significant," NTSB chairwoman Deborah Hersman told a congressional hearing on the pipeline rupture.
She said that although Enbridge did not report the oil spill "until almost 1:30 p.m. on Monday, July 26, the leak may have started as early as the previous evening."
The NTSB's investigation will focus on six key areas, including supervisory control and data acquisition data, which pipeline companies use to monitor system-wide performance; pipeline controller performance, operator notification and spill response, responses to emergency 911 calls, the pipeline's inspection and maintenance history, and oversight activities and actions of the US Pipeline and Hazardous Materials Safety Administration, Hersman said.
