PERTH, April 22 - Woodside Petroleum Ltd (WPL.AX), Australia's second-largest oil and gas producer, has signed a heads of agreement for the development of a liquefied natural gas (LNG) facility in western Australia's Kimberley region, it said on Wednesday.
