Contracts for 24 projects, worth more than 150 billion yuan ($22.03 billion), have been signed to build up the Mentougou district.

The projects, part of the district's 2010 Promotion for Attracting Investment, range from an airport for corporate aircraft to an ecology zone.

They aim to develop a multifunctional center called Beijing's Western Service District (WSD).

The airport, a joint venture by AVIC International and the district government, will be built in the following five years, and aims to tap the growing demand for the smaller aircraft that hold four to 10 passengers.

These jets, with higher speed, safety standards and private insurance, are becoming more popular for administrative and business activities.

An investment of between 500 million yuan and 1 billion yuan will be used for the corporate jet airport together with an airplane exhibition and trade center, according to Beijing Youth Daily.

In addition, the WSD will welcome a Sino-Finland "eco-valley" with an investment of up to 1 billion euro.

When finished, the valley will be China's first "low-carbon digital center" and ecology zone, owing to the introduction of advanced designs and environmentally-friendly technology in the 25 exhibitions and conference centers, according to Beijing Evening Newspaper.

Other projects include a movie center - constructed in cooperation with Huayi Brothers Media Group - where movies and advertisements will be filmed and processed, according to Beijing News.

A wind power station costing 20 billion yuan will be built on the capital's highest peak, on Ling Mountain, after Beijing Energy Investment Holding Co Ltd finishes its three-year study.

The country's first medium- and low-speed Maglev train will also be built in the area.

When finished, it will vastly reduce the time it takes to get to the city center, Beijing Times reported.

Mentougou district, with a mountain area of more than 90 percent, was once rich in coal.

A total of 56 billion yuan will be invested in housing for local residents and renewing the town area after the district government closed all the coal pits.

"At least one-third of the 150 billion yuan will be fully funded before the end of this year," Wang Hongzhong, deputy secretary of the Mentougou district, told Beijing Times.
