Four killed in PVC explosion

15 August 2007 Four people have been killed and another four injured after an explosion at a PVC resin plant in the city of Sayansk in eastern Siberia.
According to Russian media, the blast occurred yesterday at around 5.30am at the Sayanskkhimplast factory owned by PVC manufacturer Sayanskchimplast.
Some reports are saying that criminal negligence is suspected and that the authorities have launched an investigation on suspicion of negligence under labour law
It is reported that the blast was preceded by a build up of dichloroethane fumes and that the explosion resulted in a fire which was quickly extinguished.
Russian Emergency Ministry spokesman, Viktor Beltsov, is reported to have said that chemicals released into the air represented no danger to local residents.
