WASHINGTON - Four U.S. oil refineries with a total capacity of 617,000 barrels per day (bpd) remain shut down in the aftermath of Hurricane Gustav, the U.S. Energy Department said on Monday.

Nine oil refineries, with a capacity of 2.021 million bpd, are now restarting, the department said, based on information from oil companies and various trade press sources.

Another five oil refineries with a capacity of 1.276 million bpd are back to normal, while six refineries with a capacity of 1.901 million bpd are still operating at reduced rates.

The department said Monday it will deliver 250,000 barrels of oil from the Strategic Petroleum Reserve to Marathon Oil Corp

Marathon requested the emergency oil for its refineries in Robinson, Illinois, and Catlettsburg, Kentucky, after Hurricane Gustav caused supply disruptions.

Electrical power has been restored to the emergency stockpile's site in Bayou Choctaw, Louisiana, so now all four Strategic Petroleum Reserve locations are operational.

As of Monday morning, 266,627 customers remained without power in Louisiana.

Still recovering from Gustav, the Gulf is now bracing for another hurricane approaching the area.

"Utilities in the Gulf Coast region are monitoring the path of Hurricane Ike and making advance preparations," the department said.
