Speaking on the sidelines of an energy conference in Moscow, Tanaka said the state stocks had not yet been touched.
"France is not using its special strategic reserves--they will inform us if they do," he said.
"Some private sectors are using their emergency stock by swapping with some other part of their stocks," he said.
Workers at all 12 of France's refineries have been on strike since October 12 in protest against pension reform plans, which has led to petrol stations running dry and fuel depots being blocked.
Asked if other countries could be drawn into the problem, Tanaka said: "No."
