Shareholders of Laiwu Steel Corp, controlled by China's sixth-largest steel-maker, rejected a takeover offer from sister company Jinan Iron and Steel Co, blocking a second attempt to merge their operations. Laiwu Steel failed to get the two-thirds of the votes needed to pass the proposal, according to a statement filed to Shanghai's stock exchange.
