Recently, the General Office of the Provincial Government issued The Implementation Opinions on Speeding up the Development of Public Rentals (hereinafter referred to as The Opinions) formulated by relevant sectors including the provincial Construction Department. It is the first time for Zhejiang to clarify methods for constructing and running public rentals. The Opinions set the rent standards, define the exit mechanism and call for a considerable increase in public rental supply in big and medium-sized cities where the prices of commercial housing are too high, where the housing is in short supply, or where the housing problem has been a serious concern.
It is state clearly in The Opinions that public rentals are invested, built and managed mainly by the government, that the construction and rent levels are restricted and that they are policy-regulated housing only available to those eligible local poverty-stricken families lacking urban housing. The rentals can also be invested and built by bodies other than the government, but they need to win the government policy support and go under the government administration.
