Low-carbon technology to be new contributor to economic growth

Zhang Yousheng, director of energy economy and strategic research center for NDRC (National Development and Research Committee)' s Energy Institute, said at the 5th China International Energy Strategy Forum on October 27 that the low-carbon era is coming. In the 12th five-year-plan period, the energy technology which focuses on low-carbon economy will be the new contributor to economic growth and the new commanding height for all countries.


Climate change is gradually becoming the main component of all countries' energy strategy and the formulating of 12th five-year-plan for energy industry will focus on accelerating the development and utilization of low-carbon technologies including new energy, electricity-driven vehicles and smart grid, occupying the commanding point of international technology and realizing the manipulation on international low-carbon technology market.


The 12th five-year-plan period is the key transitional period for the full and comprehensive building of a well-off society. Reportedly, the two targets raised by the Chinese central government are as follows: firstly, by 2010, China' s non-fossil energy consumption will take account for 15% of the total one-stage energy consumption ; and secondly, by 2020, China' s CO2 emission per GDP unit is expected to drop by 40%-45% compared with that of 2005.


As for this, Zhang said that in order to better fulfill these two targets, the 12th five-year-plan will focus on the structural adjustment, keep the environmental protection as the basic principle, put the energy-saving as the priority and the fundamental way and regard the system reform as the safeguarding to construct a more efficient and fairer system.
