NEA set restrictive goal for energy consumption in 12th FYP

Chang Jiangbing, the deputy director of Development and Planning Division of NEA (National Energy Administration) stated on October 30 that by 2015, China' s one-stage energy consumption will be controlled within 4 billion tons of standard coals to 4.2 billion tons of standard coals and non-fossil energy consumption will take account for 11% of the total or above 11%.


NEA said that by 2020, China' s non-fossil energy will take the 15% share of one-stage energy consumption and the CO2 emission per unit should be reduced by 40% to 45% compared to that of 2005. According to Reuters' report, Jiangbing said that in order to achieve these two goals, in the 12th FYP (12th five-year-plan) period, the entire one-stage energy consumption must be restricted at 4.2 billion tons of standard coals and the non-fossil energy consumption' s proportion in one-stage energy consumption should reach above 11%.


Xinhua News commented that to realize the above targets, in the 12th five-year-plan period, the non-fossil energy development should be accelerated and the transfer and utilization of renewable energy including hydropower, nuclear power construction, the solar energy and biomass energy should speed up their steps.


At present, China has become the largest energy consumer all over the world. In 2009, China' s total one-stage energy consumption reached 3.066 billion tons of standard coals, increasing by 30% compared with that of 2005; the one-stage energy productive capacity amounted to 2.75 billion tons of standard coals, with a 27% increase compared to that of 2005.
