In matters related to urban construction, the public can voice concerns and opposition to urban planning during the time when municipal authorities must publicize the plans and listen to the people's opinions. A new regulation drafted by the Guangzhou Planning Bureau came into law yesterday (April 5) and guarantees the people's right to speak out about certain type of projects such as power plants, waste incinerators, and so on. However, are excluded from public debate the construction of nuclear power stations and application procedures for the sale of land to real estate developers. The new draft regulation also stipulates that the time and place of these public hearings must be published online 30 days ahead of the meeting.
