On Jan. 16, Zhang Guangning, Member of the Standing Committee of Guangdong Provincial Party Committee and the Secretary of Guangzhou Municipal Committee, chaired the Municipal Committee's Standing Committee meeting. It was decided at the meeting that the 10th Plenary Session of the Ninth CPC Guangzhou Municipal Party Committee would be held from Jan. 17 to Jan. 19.
The resolution put forward at the meeting was the "Suggestions of CPC Guangzhou Municipal Party Committee on Developing the Twelfth Five-year Plan for National Economy and Social Development" and other important issues. The Committee attached much importance to the instructions and requirements that promote and accelerate the transformation of the mode of economic development, which improves independent innovation capability through investment and transforming major industry stakeholders from being original equipment manufacturers to that of brand building, and in such ways take the lead in achieving major breakthroughs in promoting positive industrial transformation and upgrading.
The meeting indicated that, due to different resource advantages and development orientations, the six old urban areas in Guangzhou will take on a modern service industry profile as their core industry, and in light of "Old Towns, Old Plants and Old Villages" Redevelopment, these six new urban areas and three national development zones will strive to develop high-end manufacturing, new strategic industry bases and other modern industries.
While striving to "suppress the second industry and developing the third industry", and "transferring from traditional manufacturing industries to advanced industries" associated with "industrial transfer and labor transfer", the construction of functional zones such as: China-Singapore Knowledge City; National Economic and Technical Development Zone; Demonstration Area of Cooperation among Nansha, Guangdong, Hong Kong and Macao; modern service industry functional zones and advanced manufacturing bases of Zhujiang New Town-Yuancun Area; Baiyun Airport Economic Zone; Guangzhou South Railway Station Business District; Pazhou Modern Exhibition Business District; Nansha Bonded Zone, etc; shall be accelerated and promoted; as the basis for the modern industrial development of the Guangzhou region, with the keystones being the acceleration of construction, industrial transformation, and the upgrading of existing industry practices and premises.
