Special Planning on Transformation of Old Industrial Plants of Guangzhou Adopted

On the 13th January, the first of a series of Special Planning Meetings to consider the "Three Olds" project, now formally referred to as the 'Special Planning on Transformation of Old Industrial Plants of Guangzhou', was adopted by the Committee of Guangzhou Municipal Design.

According to resolutions made at the meeting , all the old industrial plants in Guangzhou will be divided into three zones to enhance effective developmental control, among which ecological land development, of some 22.49 square kilometers, approximately 20% of the total land areas used by the old plants, will serve as a key feature of the overall strategic plan.

All the industrial plants occupying some 54 square-kilometers of the old city of Guangzhou are bound to move out. Unless the land has been identified for residential land use in accordance with the original regulating rules, all the land will be developed within the range of commercial residential buildings.

In terms of the principles that are complied with through transforming the land into residential areas, priorities will be given to prefabricated housing and subsidized housing. Furthermore, improving the public service facilities of the old city of Guangzhou will be focused on, along with the development of commercial office and commercial retail projects.

Some of the industrial plants lying between the beltways and the old city of Guangzhou may be retained to be further transformed into urban industry and creative industry. The focus will be building the commercial offices accompanied with moderate development of commercial residential and supporting projects. In the case of the old industrial plants located within the existing industrial district beyond the beltways, upgrading transformation is due provided that they remain to be employed as plants or serve as a logistics base. As to the old plants were originally scattered around without a strategic plan in place, they should now be developed as residential or commercial land pertinent to the current city plan. Moreover, other old plants lying within the scope of ecological control should be transformed into green zones or equipped with tourism supporting services.

It is estimated that through a thorough classification of all the transformed old industrial plants, that commercial land use will amount to 57.06 square kilometers, non-commercial land use 57.61 square kilometers and ecological land use 22.49 square kilometers.
