In a speech in front of Guangzhou's municipal CPC committee on Tuesday (Jan. 18th), the city's mayor, Wan Qingliang, presented the 12th "Five-year Plan." By 2015, the city's economic development pattern is to have "significantly changed; hi-tech, culture and comprehensive services will take the lead; Guangzhou will be closer to becoming a trade center and a world-class cultural city."

According to the Five-year Plan, Guangzhou is to build several modern trading complexes to attract more international buyers; to cultivate different types of professional markets; to promote its cuisine, fashion, culture and tourism business; to upgrade the consumption pattern by promoting modern consumption such as loans, credit and the Internet. The Plan also aims at promoting the service industry in Guangzhou's six central districts whilst helping to develop high-end manufacturing in the newer districts.
