Panyu District's GDP is expected to rise an average of 13% a year to RMB 200 billion by 2015, with per capita GDP of RMB 108,000 and an urbanization rate of 78%, and the district will emerge as one of the most livable and business-friendly urban centers in Guangzhou.
According to The Report of Panyu District on the Implementation of Budget in 2010 and the Budget for 2011 and The Government Work Report, Panyu will set out to achieve the following socio-economic growth targets in 2011:
A 13% growth in GDP; a 4% growth in total agricultural output; a 20% in total industrial output; a 2.8% cut in energy consumption per GDP of RMB 10,000; largely consistent growth of local financial revenue and GDP; a 10% growth in fixed-assets investment; a 25% growth in retail sales; a 11% growth in the average urban resident's annual disposable income; a 12% growth in the average rural resident's net annual income; and registered urban unemployment rate capped at 3%.
This year, Panyu authorities will embark upon 10 programs to lift public livelihoods and improve housing and healthcare for local residents. The district has allocated a budget of RMB 6,795.80 million for these public livelihood enhancement programs and other social undertaking, accounting for 74.56% of the district of general budgetary expenditures, and representing an increase of 1.83% year-on-year.
Statistics show that Panyu's GDP surged 15.5% last year to hit RMB 105.106 billion and more than doubled during the 11th Five-Year Plan period, averaging an annual growth of 13.8%. The district's general budgetary revenue climbed 24.05% last year to reach RMB 6.317 billion, 102% higher than the amount in 2006. The average annual disposable income of urban residents rose 11% to RMB 28,226, an increase of 55.8% from 2005, and the average annual net income of rural residents went up 14.8% to RMB 14,905, a surge of 70.1% from 2005.
