24 creative entrepreneurs were rewarded with 1 to 5 million yuan as the supporting capital for their start-up from the government in the Talent Working Conference of Guangzhou on February 28. Wan Qingliang, the mayor of Guangzhou, claimed that "The municipal Party committee and the government are determined to attract talents and encourage creative entrepreneurship with money in hard cash.
" In order to draw talents and keep them in Guangzhou for its development, the government has promulgated "Medium- and Long- term Planning Outline for Talent Development in Guangzhou (2010-2020)" ("Talent Planning Outline" for short hereinafter). The Talent Planning Outline proposes to build an "international talent center" which will be accomplished in the year 2020.
At that time, Guangzhou will realize its transformation from a city full of labour to that of talents, turning from a city enjoying "demographic dividend" into which enjoying "talent dividend".
