Mayor Wan Qingliang Delivered a Report on Government's Work

The sixth conference of the thirteenth Guangzhou Municipal People's Congress was convened in Baiyun International Conference Center on Feb. 21st. Mayor Wan Qingliang delivered his report on the work of the government. In his report, Mayor Wan reviewed the achievements that Guangzhou had registered during the 11th five-year plan period before making a briefing on the tasks of 2011.

As Mayor Wan indicated in his report, the top priority of the government this year is to boost consumption. To achieve this goal, employment opportunities need to be increased and the business climate enhanced. Various means will be employed to increase disposable income in both rural and urban areas.

In regard to business, Mayor Wan emphasized the importance of developing and utilizing the capital market and creating "green passages" for enterprises to go public. He said that fifteen enterprises in Guangzhou were expected to be listed in 2011. Financing channels will be further expanded, while the bond market and equity market will be massively developed.

Effort will be made to develop Guangzhou High-tech Zone into a trail region of the State Agency Share Transfer System. Effort will also be made to promote the cooperation between Guangzhou Stock Exchange Group and its international counterparts. Conditions will be created to reopen the Guangzhou Futures Exchange.

Mayor Wan stressed the necessity of accelerating the digitalization of social economic management and services by speeding up the construction of urban information infrastructure and improving the public information service system. The "wireless city" project will be promoted. Free wireless broadband network services will be provided to citizens in city administrative service centers, foreign affairs halls of municipal government institutions, communities, commercial outlets, parks, scenic spots, libraries, job-hunting markets, hospital waiting rooms, Baiyun airport terminals and colleges.

It is also high on the government agenda to develop intelligent transportation, smart electricity grids, intelligent urban management and smart homes. Construction of Nansha Intelligence Island, Huangpu Intelligence Port and other demonstration projects will be further speeded up.
