Starting from 2011, high-level talents living or working in Guangzhou Development District and Luogang District can have their customs affairs handled in the district administrative centers of these two areas. In addition, an administrative station has been established by Huangpu Customs in Huangpu District to handle customs affairs of high-caliber talents, providing convenience for overseas Chinese returnees and foreign experts working in the district.
These measures are part of the overall strategy of attracting high-caliber talents to Guangzhou Development District and Luogang District. In recent years, a national center of overseas talents has been established in these two areas, while the business environment has been significantly enhanced and the talent services mechanism innovated.
As a result, a number of high-caliber talents in a variety of sectors have been attracted to these two districts. A so-called "talent pyramid" has taken shape, with scientific and technological experts as its mainstay and skilled personnel as its development impetus. These talents will play an important role in developing the Guangzhou Development District into a national talent pool that boasts tremendous innovation capacity.
