Shenzhen starts migrant hukou rating

Migrant workers wanting to obtain Shenzhen hukou can start applying to register for a rating system from today, according to the Shenzhen Municipal Human Resources and Social Security Bureau.

Applications can be lodged with the bureau and district labor departments or the Shenzhen Job Center. The deadline for applications is Oct. 31, while application documents must be handed in by Dec. 6.

The job center will remain open during the National Day holidays to receive applications.

The rating system is intended to make it easier for migrant workers to obtain hukou. Those who accumulate 60 points under the system will be able to have their hukou transferred to Shenzhen. About 4,600 people were expected to benefit from the policy this year, the bureau said.

The number of points needed for transferring hukou will be changed each year according to quotas allowed by the city government.

When the quota is limited, applicants with the same number of points will be chosen on the basis of higher qualifications or contributions to social insurance, the bureau said.

Shenzhen has more than 8 million migrant workers, who are treated differently from their urban counterparts in employment, education, health care and social security.
